Nursery (hoikuen) Enrollment
Nurseries are facilities where children are taken care of when their guardians are not able to give adequate care for their children at home because of work or illness. Applicants need 1) a certified copy of alien registration (to prove residence in the city) 2) an application form for enrollment 3) a family condition inspection card (katei joukyou chousa hyou) 4) parentfs work certificate or medical certificate 5) Mother and Child Health Hand book (boshi techou).The fee structure is based on various taxes paid the previous year by the family or legal guardian.

There are six public and five private nurseries in Ushiku. Children under one year old can be enrolled at Sakaemachi and Shimone public nurseries as well as at the five private nurseries. The other nurseries take in children one year old and up.

Public nurseries are open from 7:00am to 7:00pm Monday through Friday.
Private nurseries are open from 6:30am to 8:00 pm Monday through Friday and arrangements can also be made for daycare on Saturdays and Sundays.


* Application form and other necessary documents can be acquired at Ushiku City Hallfs Child Welfare Division.
*Application for nursery enrollment can be performed at any time of the year. Please contact the Child Welfare Division.

Kindergarten Enrollment

Consult with a clerk at the School Education Division when your child (between the age of 4 and 5) wishes to go to a public kindergarten. Enrollment is admitted when there is an opening and some other conditions are met. Certificate of Completion of Alien Registration (Gaikokujin Touroku Zumi Shoumei Sho) and Tax Payment Certification (Nouzei Shoumei Sho) are required for enrollment

Enrollment and transfer for elementary and junio high school

Compulsory Education system in Japan consists of six years in elementary school and three years in junior high school. School always starts in April and ends in March of the following year. When your child is old enough (between 6 and 15) to go to a public school, you should ask which school your child can go to at the School Education Division. You will also be given there ean entrance-to-school noticef which has to be submited to the designated school.

If you have moved in Ushiku City from another area in Japan, you need a School Identification Document (zaigaku shoumeisho) and a Textbook Supply Certificate (kyoukasho kyuuyo shoumeisho).

If you change your address, please come to the School Education Divisonfs counter in order to officially fill in an application for your change of address.

Children's Club

The Childrenfs Club takes care of elementary school students after school when their parents or guardians are not home due to work etc.
There is a Childrenfs Club at every elementary school.

Rubbish Disposal Method


1.Collection days


In district A

Burnable garbage* is collected every Tuesday and Friday.
Unburnable garbage and Plastic garbage* is collected on Wednesdays.

Recyclable garbage is collected on Saturdays.

In district B

Burnable garbage* is collected every Monday and Thursday. 
Unburnable garbage and Plastic garbage* is collected on Saturdays.

Recyclable garbage is collected on Wednesdays.


Please find out where garbage is collected in your area and bring it there on the collection day by 8:00 a.m..


2.Use Disposal Bags to put garbage
Garbage must be placed into disposal bags specified as burnable, unburnable, and plastics, and set out on specific days according to the disposal guide. Disposal bags can be purchased in grocery stores, rice shops, gasoline stands, drugstores, convenient stores and supermarkets.

As of April 1st, 2002, ONLY white Styrofoam will be considered and classified as Plastic (non-burnable) and is to be separated from burnable garbage. All other plastics are to be deposited and collected along with burnable garbage.

3.Put recycable items into special collection bags at the collection site
Special Collection bags and containers for recycling will be provided by the City of Ushiku and brought to the collection site the day before collection of recyclables. 

Please put the cans, bottles and pet bottles in the designated containers (collapsable boxes) at the collection site. 
Place glazed pottery and ceramics in the blue baskets. 

4.How to place other recycable items: old paper, newspapers, magazines, cardboard boxed , milk cartons
Old paper, newspapers, magazines, cardboard boxes and milk cartons (cut open, washed and dried) should be tied up into bundles before you set them out. 

5 Old clolthing (recycable)
Place all old clothing in vinyl bags and set them out. 


It's important to remember not to put out old paper and clothes on rainy days because there will be no collection on such days. 
Also note that pottery and ceramics should be placed in the blue containers and collected on designated recycling collection days in the 1st and 3rd week of each month (Saturdays for district A and Wednesdays for district B). 

6.How to dispose of Used/Old Designaated Household Applicances

As of April 1st, 2001 a new national law on how to recycle designated household appliances has been in place (Collection, Transport, and Recycling of Designated Household Appliances). 

The following four household items, TVs, Air Conditioners, Washing Machines and Refrigerators have been targeted for recycling and reuse with the cooperation of retailers and manufacturers. 

When you need to dispose of any of the four above mentioned items, please return them to the retailer or request the retailer from whom you bought new items to dispose of the old appliances for you. Retailers are required to accept that kind of targeted refuse from consumers. 

A standard basic fee for the collection and recycling of target appliances is in force nationwide, and will be applied with an additional charge for transportation. The payment and overall fees for the different ways of disposing of the appliances differ with various scenarios. 
Check with your retailer for the additional fee schedule, keeping in mind that the said fees may vary from store to store.

No advance purchase of coupons/registered-fee forms or stickers is necessary if you deal with a store. 

In case the retailer from whom you had bought the goods from is no longer in business or if you have just moved from another place to Ushiku, the City of Ushiku will collect your garbage under the following conditions, and for the same basic standard fee. First call the Ushiku Clean Center to reserve by phone for pickups, as you would normally do with any large garbage and to get further instructions on exact details and charges. 
You will then have to purchase a 'Registered-Fee Form' (Risaikuru- ken, in Japanese) available only at the Post Office (see table below). Once filled, the 'Registered-Fee Form' is to be placed in a clear plastic (Clear-Pack) envelope/bag, and affixed to the appliance in question. 

You will also have to purchase, separately, a 'Large Garbage Sticker' (Sodai-gomi sutekaa, in Japanese) from any of the following stores/outlets: 
Izumiya, Kasumi, 7-Eleven, Royal Home Center, Ushiku City Hall, The 'Ushiku Clean Center'. In addition, various other stores selling municipally designated trash bags, may also carry the stickers. The 'Large Garbage Stickers' must also be affixed to the appliance being picked up or brought to the Clean Center. 

The Chart below shows the breakdown of the costs you pay when the 'Ushiku Clean Center' collects from your home.

Pets

Dogs Registration & Inoculation against Rabies

Dogs over 3 months of age must be registered. Once the dog is registered, the certificate of the registration is valid until the dog dies. If a registered dog dies or dog's owner moves or changes his/her address, a report must be made to the Environmental Policy Section (Kankyo Seisakuka) in Ushiku city hall. Dogs over 3 months also must be inoculated against rabies once a year. Registration and inoculation is carried out at your nearest community center every year in April. If you miss this occasion, you can always check with your nearest veterinarian. For a detailed schedule and fees, please refer to Koho-Ushiku(Ushiku City News) issued at the beginning of April every year.
